Used Atmor Inline Water Heater - Not Working

For sale or trade is a used Atmor In Line Water Heater that is currently not working.  I am not sure what is wrong with it but when the water passes through it, the power does not come on to heat the water.

A working unit from ATL costs about $15K plus tax.  But No reasonable offer will be refused.
