If the Blackberry MEP count is Zero, then the phone is hard locked and you need to master reset the phone. Master resetting your phone will erase all data in it, including contacts. You can master reset the phone by updating or reinstalling the device software. If it does not work then you can flash the phone or contact the service provider to solve this issue. Once the counter is reset, you will be able to unlock the phone.
